Indeed there is no such thing as a "6to4 static tunnel",
but "6over4" is RFC 2529, which is definitely not what
he means.

Static IPv6-in-IPv4 tunnels don't have a special name, afaik.

   Brian (who takes the blame for both 6over4 and 6to4, but
          *not* for anycast 6to4, which is the broken one ;-)
