it should not be (in my book) what ppl want to receive.
Transit vs Peering is both ways, so you have to have a
different configuration based on who wants transit and who
wants peering -- on the incoming routes.

This is probably a quite complex topic, and it could be
this is crystal clear for you already (or not).
