Try whois.sixxs.net, it uses data from GRH
(http://www.sixxs.net/tools/grh/) which should contain all the globally
allocat prefixes and points one to the correct RIR.

Alternatively, use Marco d'Itri's whois client:
http://directory.fsf.org/whois.html
Default in debian, is up-to-date on where to get prefixes from and
understands the ReferralServer: header that for instance the above whois
source gives.
