While I'm in favour of a "sump" of PI /48 that also should be announcable
in BGP, I'd recomment to not allow any old /48 to be announced, because
that will make the users of aggregatable address space want to own and
keep the space in spite of change of provider, which will give all kinds of
hassles trying to get them to stop.
