Dealing with filtered 6to4 clients

If the networks in question had their own "6to4 tunnel brokers" they could
prevent loss of connectivity that their filtering generates by not
actually brokering their clients but providing a kind of proxying instead.
That'd be incredibly ugly but probably better than the current state.

Getting IPv6 and actually brokering their customers of course also would
help :)
