Judging from the IRR entries for 2002:: we've got:

.de 3 (speedpartner.de, titannet.de, teleport-iabg.de)

I'm also aware of Sprint (6175) and SURFnet (1101) operating them.  
I've seen AS12816 (lrz.de) announcing the prefix from time to time,  
but I don't see it from anywhere right now.
