Stating your source address and showing a trace (along with an AS_PATH)
might help nailing down the culprit...

My path goes:

 8  2001:668:0:2::4a0      99.922 ms  99.377 ms  99.865 ms
 9  2001:504:0:2:0:3:71:1  109.435 ms  108.918 ms  109.645 ms
10  2001:4830:e6:a::2      109.749 ms  109.495 ms  109.837 ms
11  * * *

which is Tiscali -> OCCAID -> ARIN

I'm able to get full MTU 1500 packets though fine.

Best regards,
Daniel
