IPv6 Type 0 Routing Header issues

Just spoke to the NetBSD folks.  -current has the necessary changes
already (RH0 processing is disabled by default, sysctl to enable it),
and netbsd-4, netbsd-3 and (likely) netbsd-2 will get the changes "real
soon now".
