eg:

in6_ifattach_llcgareq has:

	if (nd6_send_opstate == ND6_SEND_OPMODE_DISABLED)
		return (ENXIO);

Thus maybe one can disable it, if sysctl.conf has it disabled at
boot...... lets find out :)
