DHCPv6 Confirm in DOCSIS networks

Please pardon my ignorance, but what's that second AdvertiseXID in
there?  It has a different server identifier and assigns a different
address.  The Confirms all seem to be for the address in the first
AdvertiseXID, not the 2nd.

Is this normal?
