PI is also slightly troublesome because instead of requesting a single PI
assignment of > /48 and breaking out that block into smaller chunks, you
need to register lots of exact /48s because mnt-lower: doesn't allow you to
deaggregate the blocks in the irrdbs.  There are a bunch of IXPs which
perform strict irrdb filtering from irrdb data (e.g. INEX).
