That depends on who you ask.

This network is "MPLS free core" (pun intended against BGP free core). 
That makes some things work differently than a lot of people are used to.

Otoh, it means the core is super simple (IGP+BGP, no need for LDP, RSVP 
and all the MPLS forwarding code). IPv4 is considered legacy and realised 
using transitional mechanisms or L2 tunnels.
