Imho, the efforts should be early and often so people are not waiting for an
event to kick off their migrations and related efforts. So, my vote is for
feb or apr 2012 with a final announcement confirming the time no later than
november of this year.

As we wait, the data from the last event becomes more stale and less
relevents, so the part where we mitigate risk goes away.
