There is nothing like an "RFC Draft". Your confusing a convenience link
displayed by tools.ietf.org ontop of a published RFC text with a "draft"
designation. You will notice that basically every RFC published in the
last $NOTSOSMALLNUM years will show that link to the source draft when
looking at the RFC via tools.ietf.org/html/
