I think these are some interesting questions.

What I can see is that the v4 cogentco.com hops are not visible in my traceroutes, eg:

[Solaris]
 1  2001:418:3ee:10::1  0.462 ms  0.270 ms  0.253 ms
 2  2001:550:3::1b8  0.315 ms  0.360 ms  0.242 ms
 3  * * *
 4  * * *
 5  * * *
 6  2001:550:1::1  34.975 ms  34.879 ms *
 7  2001:550:1::cc01  33.808 ms  33.815 ms  33.769 ms

[freebsd]
traceroute6 to cogentco.com (2001:550:1::cc01) from 2001:418:3f4::5, 64 hops max, 12 byte packets
 1  ge-1-25.r00.chcgil09.us.bb.gin.ntt.net  0.545 ms  0.328 ms  0.293 ms
 2  2001:550:3::1cd  0.500 ms
    2001:550:3::1c1  0.570 ms
    2001:550:3::1bd  0.566 ms
 3  * * *
 4  * * *
 5  *
    2001:550:1::1  24.534 ms *
 6  cogentco.com  30.839 ms  30.810 ms  30.771 ms

I'm not exactly sure why, but it does appear I see something similar when traversing 7018 as well.

Anyone else seen this? I'm guessing it's related to the way their networks are doing ipv6 at this time.
