It is supposed to have the aggregate announced, but there is no question 
that some deaggregation is required.
- Multi-homed BGP speakers who are not paying ARIN for PI space
- Load distribution policies
That is not to say that people won't filter it, but it is hoped that 
enough will not filter it to handle the necessary policies. Once the 
packet leaves a network that only sees the aggregate, it should 
hopefully pass through a network that sees the more specifics (unless 
NSPs filter). The closer to the filtering network that the specifics are 
seen, the more direct a route the packet can take.
