Static vs SLAAC - Static expected to be preferred?

In my case, i assigned a static but RHEL's startup scripts also grabbed SLAAC by default.

I later discovered that this can be disabled by setting "IPV6_AUTOCONF=no" in your ifcfg-ethX 
script.
