I'm not exactly sure in which data you can see *that*.

ISPs in IPv4 world today get /10.../22 allocations.

ISPs in IPv6 world today get /19.../32 allocations.

To me, that's quite different.  Especially the default allocation (in
RIPE land), /21 in IPv4 vs. /32 in IPv6, is very much so.
