First off, if you want it very narrow, just generate your filter from 
route6 objects in the RIR registries.

Another way is to use the stats files from the RIR's:

ftp://ftp.arin.net/pub/stats/arin/delegated-arin-latest
ftp://ftp.apnic.net/apnic/stats/apnic/delegated-apnic-latest
ftp://ftp.lacnic.net/pub/stats/lacnic/delegated-lacnic-latest
ftp://ftp.ripe.net/pub/stats/ripencc/delegated-ripencc-latest
ftp://ftp.afrinic.net/pub/stats/afrinic/delegated-afrinic-latest

That would give you exactly the blocks which have been allocated.

Do note that there are quite a few /35's -> /32's and other such changes 
which are in the stats file as allocated first as /35 and then later as 
a /32.

Using route6 is a better way though and using something like S-BGP or 
other similar techniques is of course even better.
