Why do we still need IPv4 when we are migrating to IPv6...

in Norway 53% if content (in traffic) is available over IPv6, but only 9% of users have IPv6 access.
no doubt that we need to ensure everyone does their part, but it is pretty clear that we're missing IPv6 to end users.
