Now that would very much surprise me, but then, you certainly *could*
configure it that way (by having static per-client configs with a different
/64 each).  The default operation in client-server mode (--server-ipv6)
is definitely "one /64 for the transfer network, a single address out of 
that given to each client".

If you want my help to debug that - as the culprit who did the IPv6 code 
in OpenVPN :-) - feel free to send more debug info my way (off the list).
