I'm not the ISP in question, nor am I their customer.  I'm operating a
content-heavy network that wants to A) deploy quad As for the content
hosted in my data centres, and simultaneously B) deliver said content
reliably to everyone on the internet, _including_ the users connected by
the ISP in question.

Therefore, I can't simply «pick a new provider», as I don't even have a
direct relationship with them in the first place.
