It appears that Cisco does not support stateful DHCPv6 unless it's for prefix delegation

Sorry, I should have been more specific.  I have a Cisco 7206VXR, but I
believe none of their router products support stateful DHCPv6

Cisco is a vendor. What product are you referring to?

CNR from BAC suite does stateful DHCPv6.
