This would be a great opportunity for Google to build a portal to allow
ISPs to whitelist their own resolvers (perhaps after performing a number
of automated tests to ensure compliance), I'm sure Google have a number
of systems already which are designed for "ISP" accounts (i.e
reputation/mail)....
