Have you read the draft? it does not change the text representation
of IPv6 addresses, it just specifies which of the dozen variants
allowed now should be preferred for output in order to get a
deterministic representation of a given v6 address.
(Unlike going from asdot to asplain for extended autnums, f.e.; that's a
change.)
