IPv6 End User Assignments

Only in the RIPE region and that is a non-issue since
RIPE will readily agree if the ISP can show that the
site needs more than a /48. This is just a 
procedural issue that will be worked out as we gain
some volume of experience in IPv6 assignments, as
opposed to allocations.
