I would certainly argue that way.  Unconditionally preferring things
"just because they come in via a peering point / NREN / ..." is always
going to end up with funny paths.

Why not prefer the appropriate path *specifically* for those "important
cases"?  This is something where the local-pref tool is very useful - but
generalizing on "certain classes of BGP neighbours are superiour" has
bitten us in the past as well, so we've learned from it and stopped doing 
so.
