2.0.0.2.ip6.arpa problems

we had an outage caused by s/w upgrades in APNIC. During a cutover to
ANS, we accidentally lost some NOTIFY rights, and a dynamic DNS
configuration from a hidden master.

This cascaded through the system.

the 6to4.nro.net zone has been brought back to life, and
2.0.0.2.ip6.arpa is back from 2 of its 4 NS. 

I will work to restore visibility on all NS as soon as possible (some
other reconfiguration appears neccessary in the non-APNIC NS)
