Well, from the subject of the message, I think it's "multisite  
multihoming".

It isn't clear to me that "effective stewardship" is a primary  
concern of either of the mailing lists the question was posted to.

Irrelevant for the question being asked, however I believe the IETF  
and RIRs have spoken that address use efficiency isn't relevant with  
IPv6.

What is relevant, at least to the question asked, is under existing  
policies, your alternative proposal is?
