IPv6 PI allocation

One of the nice things of IPv6 is that we don't have to worry about wasting 
addresses. If router manufacturers can make cheaper equipment (and save us 
all a lot of money) by optimizing for a maximum prefix length of /64, I 
don't care much for wasting IPv6 addresses anymore :-)
