new anycast teredo relay

Hi,

We (AS1741) have deployed and started to advertise globally a Teredo 
relay.  It has GE uplink and should have adequate processing capacity.

Currently it's hitting GEANT2's BGP prefix filters (good for them :) 
but I'm working on getting that fixed and then the coverage should 
improve a bit.
