2610 might be one of the platforms that are so memory-starved that
OSPFv3 fell out.  That's definitely the case for 25xx in 12.3.

Asking feature navigator leads to "c2600-is-mz.12.3-16", which 
requires 64Mb DRAM / 32Mb Flash (per feature navigator)...
