AS1273 / Cable & Wireless runs an excellent IPv6 (native) network with
extensive set of BGP communities. Not a single v6 backbone I ever know of
even offer this level of service to their customers to date (Verio probably
does too, but I'm not very familiar with their v6 service yet). CW is
present at London too.
