this is completely atypical for what we are talking about, which is 
residential consumer access, where you connect in, get some IP addresses 
and then someone unplugs the CPE because they need to clean the shelf 
where the modem is, and then nothing works properly because client 
devices can't automatically renumber.

Your deployment use case is a stereotype case of needing static addresses.

The two things are not really comparable, at all.
