Yeah it's a buggy load-balancer. A fix from the vendor is being tested as we speak.

Looks like there might be a broken load balancer in there somewhere.
Several of the addresses are returning periodic failures which fluctuate quickly between up and down:
> nmap -6 -sT -p 443 `host -t aaaa outlook.office365.com | grep address
> | awk '{print $5}'`
