constant IPv6 pinging

Hi,

Starting at Saturday noon PST (last weekend) something began constantly
pinging my HE tunnel:

http://www.caida.org/~mjl/gif0-ping.pcap

Does anyone have insight into who they are and what they are doing?
They have a bunch of different vantage points, but they are choosing
their ICMP6 id's from a small set of values (0x0201 is common).
