in a somewhat questionable way it makes sense: The best chance to find a
correctly configured MTU in most subnets is likely the router, so making
it send an MTU option ensures that it is applied to all nodes on the
subnet.  One might actually consider this to be a valid approach in
end-user no-IT-knowledge home or small office environments.

@Dick: Do you know what type of router is doing this?
