Yes, as I said 'fear mongering' ;)

Solution for this is to offer two types of account (and allow users to
switch of course):
 - static with ability to setup reverse etc
 - dynamic but no reverse "the privacy package"

If people can configure reverse they can be tracked at that, thus if
they want 'privacy' then they should not set that either...

Your problem is solved with this.
