You're assuming that customers know what they want or at least have enough
technical savvy to be able to make an informed decision on this.  Or that
they're even interested.  Most people that I know just want to watch
netflix, or browse lolcats or whatever.  They care as much about CPE
capabilities as my grandma used to care about the carburettor mechanism in
her chrysler.

There seems to be widely varying opinions on this, similar to the
discussion on ipv6ops at ietf.  Maybe the best thing to do would be to write
up some non-directive document explaining the pros and cons?
