Not for "LIR allocations" (as in "multiple /32s").

You can have as many PI assignments (/48s) as you have discrete
locations, though.

So you can get "multiple independent address space chunks", but not 
"multiple allocations" (what the ARIN policy would give you).  Though 
for CloudFlare, multiple PI assignments should do the job.
