2400::/12 in GRT

Hi,

While looking at the recent thread on here about cloudflare, I noticed 
that there is a route in the GRT for 2400::/12.

When checking from Level3, it shows:

293 3445 3562
   AS-path translation: { ESNET-WEST293 ESNET SNLB-NET }
     2001:1900::3:D (metric 24067)
       Origin IGP, metric 0, localpref 100, valid, internal, best
       Community: North_America  Lclprf_100 Level3_Customer 
United_States IPv6-valid San_Jose
       Originator: car1.SanJose1

Level3 showing it as a customer route... so much for filter lists?
