Not sure I understand the relevance. My point is that all 3 transition 
tech are disabled in our group policy, but the "effects" of that in the 
ipconfig output are inconsistent.

Also, it's worth bearing in mind that settings applied by group policy 
are not always reflected in other bits of windows, including the 
registry. The group policy takes precedence, but annoyingly it's not 
always obvious that it has done so.
