Unfortunately RFC4191 router preference isn't really all that useful; it only
controls nexthop selection, not source address selection. In other words, if
you have an RA with a bogus prefix on your network, your clients will still
happily try to send packets from that prefix, even if you have a good RA with
high priority.

I don't think Linux supports the other half of RFC4191 (more-specific routes
in RA).
