Linux utility for sending unsolicited neighbor advertisements

Hi list,

I'm wondering if any of you know of a utility (for Linux) that can send
unsolicited neighbor advertisements as described in RFC 2461 section
7.2.6?  Something to match the functionality of "arping -U" in IPv4,
that is.

Unsolicited neighbor advertisements appears necessary to facilitate
rapid service address takeover in a HA cluster, but so far I've had no
luck finding anything that can do it.
