Assigning a /64 to a single subnet in a data centre seems entirely  
reasonable.

Assigning a /48 to a single customer in a data centre to allow for the  
possibility that the customer might need to add more subnets behind  
what they are hooking up also seems plausible.

I guess it depends on the kind of colo service that is being provided.
