Public tendering for connectivity might do the trick. I wouldn't advice 
anyone to exclude any ISP on a tendering specification if no IPv6 is 
doable at this point, but if you specify you are ready to prefer an 
IPv4+IPv6 ISP at 105% cost over an IPv4-only ISP at 100% cost, perhaps 
commercial departments inside ISPs will start to ask internally:
"why the hell don't we provide IPv6?"

Of course the 105%/100% figures should be completely adjusted to any 
context... ;-)

And if a company is not ready to pay a bit more in order to get 2^16 
IPv6 networks instead of some meager set of IPv4 addresses... well... 
the transition will be a lot more messy than it should... ;-)
