Nobody peers in one location for traffic towards a certain geographic
area today.  One peers in a location with peers that also connect in
that area, which does not at all correspond with where the traffic then
goes.

Please step away from the model with a few "tier 1" super-networks and 
all others relegated to buying from them and peering only with other 
local ISPs.
