Not sure I understand the "capacitor" attack. Do they mean to measure 
the RTT and send packet with decreasing number of routing segments? It 
would allow a burst traffic that is indeed amplified (which is bad), 
but the averaged DoS bandwidth would remain as low, wouldn't it?
