Where are you obtaining that from? I'm looking at the page right now, 
dated 3 October, and see this in the relevant sections:

2600:0000::/12        ARIN           03 Oct 06   [9]
2610:0000::/23        ARIN           17 Nov 05
2620:0000::/23        ARIN           12 Sep 06

[9]  2600:0000::/22, 2604:0000::/22, 2608:0000::/22 and 260C:0000::/22 
were
      allocated on 19 Apr 05.   The more recent allocation
      (03 Oct 06) incorporates all these previous allocations.

ipcount from the Net-IP Perl package is also your friend.
