You are better off checking the actual service you are trying to reach since people have firewalls and stuff.

> I can't reach ARIN website:

# telnet www.arin.net 80
Trying 2001:500:4:1::80...
Connected to www.arin.net.
Escape character is '^]'.
GET / HTTP/1.0

HTTP/1.1 200 OK
Date: Wed, 11 Oct 2006 10:01:25 GMT
Server: Apache/2.0.53 (Unix) mod_ssl/2.0.53 OpenSSL/0.9.7a
Accept-Ranges: bytes
Connection: close
Content-Type: text/html

...

Apart from running vulnerable software, the website does seem to work from my computer.
